Mark Prosser

Public Safety Director and Police Chief, Storm Lake, Iowa

Honoree, Keepers of the American Dream

Chief Mark Prosser was born in East St. Louis, IL, holds a Bachelor of Science Degree in Police Administra­tion and later studied Theology at Briar Cliff University. After becoming a police officer for the City of O’Fallon, IL, he reached the rank of Chief of Detectives in 1986.  He further served for five years as an Investigator and Supervisor for the St. Louis Major Case Squad.

Chief Prosser was hired as Chief of Police in Storm Lake in 1989 and named Public Safety Director in 2000 where he still serves in several executive associations of law enforcement officers.  Chief Prosser also speaks at conferences on topics such as management and grant writing, and on issues related to diversity and shifting demographics.  Additionally, he is the chairman of the Buena Vista County 911 Board where he chairs a variety of internal committees.

In recognition for his achievements, Chief Prosser was awarded the 2016 Law Enforcement Executive of the Year.  Mark is an ordained Deacon in the Catholic Church and serves on a variety of committees at the St. Mary’s Parish Cluster in Storm Lake, Iowa where he lives with his wife.
