In 2023, Leading the Way was held in Houston, Texas from November 15-17, 2023. 

Why Houston? Houston is the most diverse city in the United States, and one that has benefited from its immigrant population in measurable and immeasurable ways. This convening brought together faith, law enforcement, national security and business leaders to discuss a path forward on immigration. We learned together from Texans about the challenges and opportunities of welcoming immigrants and refugees, and created space for a solutions-focused conversation in a state dealing with the concrete challenges of our broken immigration and border policies – and a state that will benefit so richly from solutions.

During the convening, we also celebrated our Courage to Lead honorees at a special reception. Each year, the Forum honors Democrat and Republican lawmakers who have worked across the aisle to advance constructive, bipartisan immigration solutions. Our 2023 honorees include:

  • Congressman Henry Cuellar (TX-28)
  • Congress Lloyd Smucker (PA-11)
  • Texas State Representative Ana Hernandez (District 143)
  • Mayor Javier Villalobos (McAllen, Texas)

During the reception, we also recognized Charles Foster, Chairman of Foster LLP, a 2023 Keepers of the American Dream honoree.
